The most widely cited traces it to the French “Jolie Rouge” — “pretty red” — referring to the solid red flag that preceded the black skull-and-bones as the primary pirate signal. The red flag meant no quarter given, no prisoners taken. When the black flag emerged as a more elaborate alternative, the name may have carried over.
A second theory points to “Old Roger” — an English slang term for the Devil — suggesting the flag was named after the ultimate symbol of death and damnation.
A third, less commonly known theory connects it to Ali Raja, a powerful Tamil pirate lord operating in the Indian Ocean whose name, anglicized through repeated retelling by sailors, may have evolved into “Jolly Roger” as a generic term for pirate flags.
None of these theories is definitively proven — and that ambiguity is fitting for a flag born in an era of deliberate deception.
The Nassau Connection — Where the Jolly Roger Flew Freely
The Golden Age of Piracy reached its peak concentration in Nassau, New Providence island in the Bahamas — a lawless port that, between roughly 1706 and 1718, became what historians now call the Pirate Republic. At its height, Nassau harbored over a thousand pirates, operating beyond the reach of any Crown authority.
In Nassau’s harbor, Jolly Rogers flew openly from masts. Captains like Charles Vane, Benjamin Hornigold, and the young Edward Teach (not yet known as Blackbeard) operated from its docks. The sight of the traditional skull and crossbones was so common that it became normalized — a professional insignia rather than a hidden threat.
The British Crown’s response was the 1718 Act of Grace — a general pardon offered by newly appointed Governor Woodes Rogers — which broke the back of the Nassau republic and signaled the beginning of the end for the Golden Age. Many pirates accepted. Many didn’t. Those who refused the pardon continued flying their flags until the hangman’s rope ended their voyages for good.

This flag was used to signal the presence of the Commander-In-Chief of the Continental Armies, George Washington. It accompanied him, and was displayed near his personal tent or building. The original is believed to be the earliest surviving 13-star American flag. It is unique due to its 6-pointed stars and it appears that it was designed by Washington himself. Washington wore three silver six-pointed stars, and a blue sash across his chest, indicating his status as Commander-in-Chief of the Continental Army. Five pointed stars were not used until Betsy Ross changed them to make them easier to embroider.
This flag was also the US Navy Union Jack during the revolutionary war.
