Otisco mystery: Who stole plaque honoring Civil War veteran, beloved doctor?

In Otisco, there has recently been a huge mystery as a plaque that used to be dedicated to honor a Civil War veteran has recently been stolen by an unknown person. About two weeks ago, someone notified the Otisco town clerk that the plaque had gone missing. As it is almost 100 years old, it has become somewhat of a monument for the small town.
