This is the Union 1st Reg. Irish Brigade Flag. It contains a harp, clovers, and a sun with clouds, all of which are popular Irish symbols. On top are the words 1st Reg Irish Brigade, signifying what it is.
Irish Battle Flags & Banners of the Civil War
The Irish brigade flag and Irish brigade regiment flags generally share a very common design that includes an Irish green or kelly green background. Many Irish battle flags also feature a white cloud with a harp over the top and a golden lightning shooting from out of the cloud.

Note on the reverse (backs) of flags: It is standard traditional flag construction that images, words and other adornments on a flag are “backwards” when viewed from behind. It is not correct to sew two standard flags back-to-back in order for them to read the same from both directions.
